In Article 5 of Decree 62/2021/ND-CP, documents proving lawful residence include:
- Certificate of land use right, house ownership (including housing information) or apartment ownership certificate.
- House purchase and sale contract or papers on handing over houses or receiving houses from enterprises with the function of trading in houses for sale.

Thus, according to this regulation, it is not required to have an apartment pink book to be eligible to register for permanent residence, but you can use the purchase and sale contract or handover documents (if buying a new apartment with the owner) or purchase and sale contract with another individual (if buying an old apartment).
Therefore, when the apartment building does not have a pink book, it is still possible to register for permanent residence if it is a house owned by that person or with the consent of the householder and the owner if the apartment is not owned by that person. .
