According to Article 5 of Circular 59/2019/TT-BTC stipulating cases in which the fee is exempted or not required to pay the citizen identification card fee as follows:
- 03 cases of fee exemption
+ Change the citizen's identity when the State regulates the change of administrative boundaries;
+ Change and re-issue citizen IDs for: Father, mother, wife, husband, children under 18 years of age of martyrs; war invalids/people entitled to policies like war invalids; children under 18 years old of war invalids/enjoy the same policy as war invalids; sick soldiers; citizens permanently residing in border communes; citizens permanently residing in island districts; ethnic minorities in extremely difficult communes; citizens of poor households;
+ Exchange and re-issue citizen identity cards for citizens under the age of 18, orphans of both parents, without support.

- 03 cases of not having to pay fees:
+ Citizens aged full 14 years or older carry out procedures for the issuance of a citizen identity card for the first time;
+ Change the citizen's identity when reaching the age to change (citizens are full 25 years old, full 40 years old and full 60 years old);
+ Change the citizen's identity card when there is an error in information due to the fault of the citizen identification card management agency.
