According to the provisions of Circular 58/2020/TT-BCA, the authority to grant motorcycle and motorbike registration certificates belongs to the district-level police. The decentralization of handling procedures for granting motorcycle and motorbike registration certificates has changed in new Circular in 2022.

Circular 15/2022 allowes pollices in commune, ward and township in some localities to handle the registration and issuance of license plates for motorbikes and motorbikes (including electric motorbikes) of the domestic organizations, enterprises, military enterprises, individuals with headquarters/permanent residence in the locality, and foreign agencies, organizations and individuals of projects and joint-venture economic organizations between domestic and foreign investors.
In addition, they also have the right to organize the revocation of registration certificates, expired license plates, and unusable damaged vehicles of agencies, organizations and individuals with headquarters or permanent residence in the locality.
In order for the police at commune, ward or township to be empowered to handle the above procedures, in the last 3 consecutive years, that locality must have a new registration number of at least 250 motorbikes and mopeds (including electric motorbikes) or more per year.
This Circular takes effect from May 21, 2022.
