1. What to prepare before opening a travel agency?
- Choose the location of the headquarter
- When registering a business, it is imperative that you specify the location of the company's headquarters. The company must have its business location, head office and main office as prescribed by law.
- To save space costs, you can use your own house (but it must have a business function), borrow a house from a relative or friend with an address within the territory of Vietnam.
Thinking of a travel agency's name
- When choosing a name for your company, please bear in mind that the company name must not violate the historical traditions, culture, ethics and fine customs of the nation; The company name must not be the same as the name of a state agency, a unit of the people's armed forces, or a socio-political organization, unless otherwise approved by the agency. Particularly, when choosing a name for your company, you must check on the national web portal, make sure your company's name does not overlap, or cause confusion with previously registered businesses on the globe.
Selecting the appropriate level of charter capital
- If an enterprise registers a normal business line, the law will not stipulate a minimum capital level to establish a company. However, if an enterprise registers a conditional business line,the law usually stipulates a minimum capital when doing business in these lines.
Issue of capital contribution to open a travel agency
- If you choose a type of business such as: Joint stock company, partnership, limited liability company with 2 or more members, the new enterprise may contribute capital to establish. The amount of capital contribution depends on the company's charter, the time to make capital contribution is within 90 days from the date the company is granted the business registration certificate. Assets contributed as capital can be in Vietnam dong, gold, freely convertible foreign currencies, valuable papers, etc.

- When operating in the travel and tourism business, you should register many business lines that you can take advantage of, helping the company to have more diverse functions:
- For conditional business, when an enterprise registers for such business lines, it is necessary to prepare conditions for a practice certificate or conditions for legal capital.
Conditions for choosing a legal representative
- The legal representative is the person who performs all transactions on behalf of the enterprise, representing the company as a plaintiff, defendant, person with related interests and obligations before arbitration or court. Especially, when choosing a legal representative for your business, you must choose someone with expertise, qualifications, knowledge, skills and experience. However, after the company goes into operation, the enterprise can change its legal representative, the change must be notified to the competent authority.
Choosing the business type
- There are five common business types: Sole Proprietorship, One Member Limited Liability, Two or more Member Limited Liability, Partnership Company, JSC. Before making the selection, you must learn the regulations on the nature, characteristics, size, organizational structure of management, rights and obligations of the company owner of each type of business.
2. There are two types of procedures:
- Procedures for applying for a license for domestic travel business;
- Procedures for applying for an international travel business.
a. Dossier of application for a domestic travel business license

- Documents in the application for a domestic travel business license include:
- 01 Application for issuance of a domestic travel business license Certified copy of Certificate of Business Registration or Certificate of Investment Registration; or other equivalent documents.
- Certificate of deposit for domestic travel service business with the amount of VND 100,000,000. Certified copies of diplomas and certificates of the person in charge of the travel service business as prescribed.
- A certified copy of the appointment decision or the labor contract between the travel service business and the person in charge of domestic travel business.
- Dossier of application for an international travel business license
- Application for an international travel business license
- Certified copy of Certificate of Business Registration or Certificate of Investment Registration;or other equivalent documents
- Certificate of deposit for international travel service business by scope of operation
- Certified copies of diplomas and certificates of the person in charge of the travel service business as prescribed
- A certified copy of the appointment decision or the labor contract between the travel service business and the person in charge of the travel service business.
- Note: Domestic travel companies are not allowed to do business in the field of international travel.
Procedures for granting a domestic travel business license
- Procedures for granting a domestic travel business license
Step 1: Submit your application
Enterprises submit 01 application to the Department of Tourism or the Department of Culture, Sports and Tourism where the enterprise is headquartered.
Step 2: The Department of Culture, Sports and Tourism reviews the application and issues a business license Within 10 days from the date of receipt of the application. In case the application is valid, the Department of Tourism or the Department of Culture, Sports and Tourism of the province will appraise and issue a license to provide domestic travel services to the enterprise. In case the application is not valid, the competent authority will refuse and notify in writing clearly stating the reason.
b. Procedures for granting an international travel business license
- Step 1: Submit your application
- The enterprise applying for an international travel service business license shall submit 1 set of documents to the Vietnam National Administration of Tourism.
- Step 2: The Vietnam National Administration of Tourism approves the application and issues a business license
- Within 10 days from the date of receipt of the application. In case the application is valid, the Vietnam National Administration of Tourism will appraise and issue an international travel service business license to the enterprise and notify the specialized tourism agency of the province where the business is located. In case the application is not valid, the agency will refuse and notify in writing clearly stating the reason.
